In short: mandatory EV charging has applied to car parks in Brussels since 1 January 2025: car parks with 10 or more spaces in the Brussels-Capital Region must be equipped with a minimum number of charging points. For office car parks, that means 10% of spaces (at least 2 charging points) in 2025, 20% in 2030 and 30% in 2035. The obligation falls on the holder of the car park's environmental permit.
Where does this obligation come from?
It stems from an order of the Government of the Brussels-Capital Region of 29 September 2022, which sets ratios of charging points for car parks. It covers office car parks, but also residential car parks, shopping centre car parks and public car parks, each with its own rules.
Who is affected?
- Car parks with 10 or more spaces.
- The obligation lies with the holder of the car park's environmental permit: often the owner or operator of the building, sometimes the tenant company, depending on the permit.
Mandatory EV charging in Brussels office car parks: the timetable
| Date | Share of spaces equipped |
|---|---|
| 1 January 2025 | Share of spaces equipped10%, with a minimum of 2 charging points |
| 1 January 2030 | Share of spaces equipped20% |
| 1 January 2035 | Share of spaces equipped30% |
Example: an office car park with 40 spaces has had to have at least 4 equipped spaces since 2025, 8 in 2030 and 12 in 2035.
For residential, commercial or public car parks, the ratios are different: check which ones apply to your site with Brussels Environment, which provides a facilitator for car park managers.
How to comply without paying twice
The most expensive mistake is to equip the bare minimum in 2025, then redo everything in 2030. A good study plans all three phases from the outset:
- The inventory: number of spaces, access, uses (staff, fleet, visitors).
- Electrical capacity: power available at the grid connection and in the distribution board, and any need for an upgrade from the network operator.
- Load management: it shares the available power between the chargers, so more can be installed without upgrading the connection.
- Pre-cabling: cable routes and spare capacity in the distribution board sized for 2030 and 2035, so that chargers can be added later at lower cost.
- Access and billing: badges, separating business and private charging, possible re-invoicing to users.
What about Wallonia and Flanders?
Since 1 January 2025, the other two regions have also imposed obligations on existing non-residential buildings with more than 20 parking spaces, under rules specific to each region. The revision of the European Energy Performance of Buildings Directive will tighten these requirements further. If your company has sites in more than one region, have the rules that apply to each of them checked.
How we can help
For businesses, apartment buildings and car park operators, we carry out the study (available power, load management, 2025-2030-2035 phasing), the installation and the compliance inspection of each circuit.
